US and UK Forge Landmark AI Safety Pact in Major Tech Governance Move

On April 2nd, 2024, the United States and the United Kingdom joined forces in a significant agreement to collaborate on ensuring the safety of artificial intelligence (AI). This partnership hailed as a landmark achievement, signifies a joint effort to address the potential risks that come with this rapidly developing technology.

UK tech minister Michelle Donelan said it is “the defining technology challenge of our generation”.

“We have always been clear that ensuring the safe development of AI is a shared global issue,” she said.

“Only by working together can we address the technology’s risks head on and harness its enormous potential to help us all live easier and healthier lives.”

The secretary of state for science, innovation and technology added that the agreement builds upon commitments made at the AI Safety Summit held in Bletchley Park in November 2023.

The agreement, a Memorandum of Understanding (MOU), was signed by US Commerce Secretary Gina Raimondo and UK Technology Secretary Michelle Donelan. This collaboration will involve their respective AI safety institutes, with the aim of creating a standardised approach to AI safety assessments.

According to the MOU, the US and UK will:

  • Alignment of Scientific Approaches: Bridging the gap between the UK and US methodologies for evaluating AI models will be crucial for comprehensive testing. This will involve collaboration between their respective AI Safety Institutes.
  • Joint Development of Robust Evaluations: The MoU emphasizes the creation of a comprehensive suite of tests designed to assess the safety and security of AI models, systems, and agents.
  • Collaborative Testing Exercises: The agreement outlines plans for at least one joint testing exercise on a publicly accessible AI model. This will allow researchers to refine their evaluation methods and identify potential vulnerabilities in real-world scenarios.

This agreement comes at a time of increasing concern about the potential downsides of AI. With the rapid advancements in the field, both governments recognize the need for proactive measures to mitigate risks and ensure the responsible development of AI.

The urgency for such collaboration stems from the rapid advancement of AI technology. Concerns range from job displacement due to automation to the potential misuse of AI for malicious purposes.
